Transitional Ministerial Affairs or Ministry is a sub-faction that oversees the remaining cities throughout the world.

Transitional Ministerial Authority is a bureaucratic faction consisting of collaborators.

Transitional Ministerial Authority derive authority from and work from their Combine overlords.

Their tasks consist of but not limited to; bureaucracy, producing propaganda, stabilization, intelligence gathering, acting as liaisons, report writing, and decision making.
